There are a few routes into Hong Kong via road, all of which are through mainland China. Some bus and coach services operate to the region, and prices can be quite low indeed. National driving licences are accepted for 12 months, and though an International Driving Permit is accepted, it is not legally required. Insurance is also recommended.
